People looking for a construction company in the Maresme rarely have a flat with a lift. They have a terraced house in the centre of Premià de Mar or Vilassar de Mar, a 1970s villa in the upper part of Premià de Dalt or Alella, or a plot where they want to build from scratch. These projects are different from those in Barcelona city, and they are priced differently.

1. What changes when the project is a house

In a flat, almost the whole budget goes to the interior. In a Maresme house, you also pay for the parts a building's owners' association covers in a flat: roof, façade, exterior windows, drainage and sometimes the plot's retaining wall. That is why two 150 m² projects can have very different budgets.

Then there is the climate. Humidity and salt air reach several kilometres inland. They attack mortar, reinforcement and fittings, and they wear out aluminium windows without thermal breaks. Ground floors of older houses often show rising damp. None of this shows up on a quick visit, and all of it changes the budget.

2. Town by town

Each town in the area has its own council, its own by-laws and its own typical housing. This is what we see most often:

Permits are always filed with the council of the town where the works take place. A file prepared for Barcelona city is no use in Alella or Mataró.

3. Permits: what each case needs

In Catalonia, each council sets out the details in its own by-laws, but the general scheme is the same across the area:

  • An interior renovation that does not touch the structure, façade or roof is usually filed as a prior notice for minor works (comunicació prèvia). It is quick, but it must be filed before starting.
  • If the works affect the structure, façade, roof, volume or use, you need a major works licence, with a project signed by an architect.
  • A new build is always major works. Once finished, you apply for first occupancy and the habitability certificate before moving in.
  • The council charges a construction tax (ICIO) on the material execution budget. Each town sets its own rate, with a legal maximum of 4%.

Premià de Mar Town Council, for example, offers both procedures online: prior notice for minor works and major works licence. Before quoting, we check which one applies, because the permit timeline sets the real start date.

If the plot is close to the coast, it is also worth checking whether the Coastal Law (Ley de Costas) applies. It is a quick check that avoids designing something that cannot be built.

4. Prices and timelines in 2026

New build prices exclude the plot, design fees and taxes. What moves the price most is the foundation, depending on the ground, the quality of exterior windows and the heating and cooling system. 5. What to check before buying or starting

Many enquiries reach us before the purchase. These are the checks that save the most money:

  • In homes built between the 1950s and 1970s, confirm the beams are not made of high-alumina cement. An inspection detects it, and it changes the whole scope.
  • Check the condition of the roof and downpipes. In houses, it is often the item buyers did not expect.
  • Look for damp on ground-floor walls and in basements.
  • Check whether the electrical and plumbing installations can be reused or must be replaced.
  • Look at access to the plot: narrow streets and slopes make material deliveries and skips more expensive.

If you are about to buy, a technical visit before signing usually costs far less than any of these surprises.

6. How we work in the Maresme
